Mr. Balfour has just received through British representative at Vatican an appeal from the Pope in favor of peace addressed to belligerent governments. Full text of the appeal has not yet been received but from cabled summary it is clear that it will raise many questions of difficulty. What answer, if any, should be returned will have to be very carefully considered, and Mr. Balfour hopes the President will be inclined to let him know privately what his views on the subject are.
