Dear Mr. President

I return herewith the letters which Senator John Sharp Williams inclosed to you. I think there is a very great deal in Dr. Egbert's suggestion. I do not know Dr. Egbert, but I think one of the most striking facts in history was the adherence of the Russian Army to the revolution, due to the fact, it is stated, that the Zemtsvo Union was sympathetic with the revolutionary cause and that to the Russian soldier Zemtsvo Union was the only representative in Russia with the humane and saving graces which the Red Cross represents.

My own strong judgment is that Mr. Davison and his associates of the War Council ought to be urged to put forth very great efforts in Russia, and if you concur in this view, it will give me pleasure to take the matter up with him at once and see just how the efforts they are now making there can be multiplied helpfully.
