From Mexico to Berlin, No. 28. June 17, 1917.
Received No. 43 yesterday.

My telegrams were based on the assumption that neutrality was so important, both in itself and owing to its proved reaction on South America, that 200 million pesos would be available, if necessary out of war funds. The tremendous impression made by the instruction as to an alliance has given new courage to the whole of Mexico. Bribery is unnecessary. People still expressing astonishment. President had enquiries made of me whether and if so what was to be expected, in case of war, in the way of provision of special funds (at the least the sum above named is essential), of munitions, and of action on the part of Germany.
