From Berlin to Mexico, No. 43, June 8, 1917.

Following to be personally decyphered:
As long as the war lasts impossible to remit funds sufficient for a loan or for founding Bank. Telegrams No. 29 and 39 dealt with the question of granting to influential politicians subsidies amounting to about 10 millions. In case political advantage likely to be commensurate, suggest offering confidentially a similar amount. You should hold out prospects of considerable financial assistance for economic purposes after the conclusion of peace. Wire.
