It will perhaps be impossible later on to send remittances. It is therefore desirable to create at once a large reserve fund for the purpose of influencing the Government and uniting parties against US
Pending explicit instructions, mere border raids are not to be encouraged, as these are valueless in comparison with the rousing of the war spirit against America.
