PERSONAL AND CONFIDENTIAL:

My dear Mr. President

I enclose to you a carbon copy of the confidential telegram of October 11th in which William Bayard Hale is mentioned. Both telegrams are from Bernstorff to the Foreign Office.

I observe in the second telegram that both Hale and Hearst had personal interviews with Count Bernstorff, although my recollection is that Hale denies having seen him.
