My dear Mr. Harding:

I am returning the enclosed to make this suggestion: Would it not be possible to redraft this letter so that it might come from me rather than from the Governor of the Federal Reserve Board though drawn along the same lines? It occurs to me that this would be a better way to give it my backing than to add a statement as if I were merely supporting the Board itself in this suggestion and request.
