My dear Mr. Fitzgerald:
Thank you for your kindness in sending me H. R. 157, to center the control of all appropriations in a single committee in the present emergency. The proposed action has my hearty approval. Indeed, I feel that there is no other means by which we can prevent very serious confusion and perhaps serious mistakes in the matter of appropriations during this very critical period where coordination is above all things else imperatively necessary.
