The Shipbuilding Labor Adjustment Board find from conferences held here with the shipyard owners and the employees, that the conditions and matters in dispute on the Pacific Coast are so complicated that the Board cannot reach intelligent conclusions without a personal visit to the Coast to secure full information upon local conditions. The Board believes it important that their findings should be accompanied with such facts that the public will be convinced of the justice of any action taken. Hastily considered decisions could easily cause great injury to employers and employees throughout the country.

The Board will, therefore, leave within ten days for the Pacific Coast to visit the shipyards, unless by so doing they would conflict with your wishes, or the plans of the Commission already appointed by you to study the Labor conditions on the Coast.
