Dear Mr. President

I am returning herewith the letter from Ambassador Thomas Nelson Page enclosed in your letter of October 17th, and which you requested me to return.

I at once took up with Mr. Hoover, Mr. Crosby, and Mr. Hurley, the question as to how we can help Italy, and we expect to reach a conclusion in this matter just as soon as we secure certain necessary information. I hope to be able to report our conclusions in the very near future.
