Congratulate you on over subscription of certificates. Am satisfied that publicity on Liberty Loan should be less pessimistic while it should be pointed out that subscriptions thus far reported are much smaller than they ought to be this only makes it all the more imperative that everyone shall go at task with renewed vigor and determination to make loan successful and if work is prosecuted in this spirit until close of subscriptions October twenty seventh there is no doubt about success. This should be constantly pounded in. I find real discouragement out here because of dismal reports emanating from Washington
