W/T Receiving Station here cannot be in working order before, at earliest middle of March as FRORUP only received instructions from Telefunken Co. in the middle of November.

Instead of Trans Ocean Service, I have been receiving since the day before yesterday in consequence of an agreement concluded by Count von. Bernstorff, cables from KLAESSIG, Woodridge, New Jersey and endeavor to pass them on.

According to information which has reached me, Washington intends, by means of promises and threats, to induce Carranza to break with us. I have written to him to this effect, to Querestaro.American Ambassador is expected here in about a week.

Press here reports that recall of American troops from Mexican territory, not hitherto put into operation, has now taken place.

Swedish Charge d'Affaires, has been recalled.

Representation might be entrusted to ANDERBERG from Chicago, who has already a high reputation here.It is supposed that the Mission will be moved in a few months to Chile.

It is important to induce Swedish Government to leave Mission here for duration of war, and at once to instruct it to forward our Telegrams as hitherto.This telegram was enclosed in a memorandum from [Frank L. Polk] to the White House dated October 1917.
