From Berlin to Mexico, No. 15, March 7, 1917.
Please burn compromising instructions. Entirely approve your attitude. We have openly acknowledged cable Despatch No. 1. In connection with this, emphasize that instructions were only to be carried out after Declaration of War by America. Cable Despatch No. 11 is of course being kept strictly secret here also.
A handwritten note in the upper right corner reads "Page 8."
