From Mexico to Berlin, No. 8, March 1, 1917.
The newspaper here "The Universal" which is friendly to the Allies, publishes today, exactly the same information as yesterday's Washington telegram, ostensibly as having been in President Wilson's hands since the breach of relations, the text of cable despatch A. No. (I) . Of course I did not make the communication here. Treachery or indiscretion here OUT OF THE QUESTION therefore apparently it happened in the USA. or cypher 13040 is compromised.
Cable despatch No. 11 which was forwarded to me by the other known way has so far not been published.
I denied everything here.
