Strictly confidential. My 2806. Jong states he has received dispatch from Holland to the effect that Dutch Minister at Washington will today ask for interview with the President in order to submit to his consideration the proposed note quoted in my telegram above referred to.

Although this whole matter originated with Jong he is now extremely apprehensive as to the situation in which his country might find itself in relation to its great neighbor through such action.
