My dear Mr. President

The Minister from the Netherlands is very anxious to see you, as he says he has a message from his Government to present to you. He told me it had nothing whatever to do with the difficulties between this country and Holland. Just as a guess, I think that the attached telegram may have something to do with his visit.

If you will be good enough to let me know when you can see him, I will communicate with him.
