Dear Mr. President

Referring to your note of May 11, 1917, requesting weekly reports of allotments made from the appropriation of $100,000,000 for National Security and Defense, I have to advise you that since the date of the 38th report given you by letter of the 23d ultimo, notices of your approval of the following additional allotments have been received:

Amount of allotments as reported in Department letter of Feb. 23, 1918 –––––———————$48,989,390.961918
Feb. 8–– To U. S. Fuel Administration: For construction of annex to present Fuel Administration building so as to provide for immediate needs of the Oil Division ––––––––––––––35,000.00
" 21 –– To Interior Department: For use by the Bureau of Education in carrying on a campaign for the education of children in gardening ––––––––––50,000.00
" 23–––To State Department: For purposes specified in letter of Secretary of StateRobert Lansing to the PresidentWoodrow Wilson, of Feb. 23, 1918, being additional to allotments of Oct. 25, 1917, and Jan. 9, 1918 –50,000.00
" 22 –––To War Department: For purchase of land at Harrisburg, Pa., and near Schenectady, N.Y., upon which to construct reserve depots for storage.250,000.00
" 22–––To provide increased facilities for isolation and custody of female delinquents as a health measure for the safety of the Military Establishment ––250,000.00
" 22–––Temporary allotment for purchase of land upon which to erect additional warehouses needed for the Quartermaster Department in Chicago. Defense Fund to be reimbursed when Congress shall have provided available moneys. ––––––––––––––375,000.00

Feb. 25––To War Department: For certain expenses of tour of inspection of the Military Establishment –––––––––––2,500.00
" 25–––Temporary allotment for operation by Superintendent, State, War, and Navy Department Buildings, of temporary office buildings, 6th and B streets, Washington, to March 1, 1918, being additional to allotments of Dec. 17, 1917, and Jan. 15, 1918. Defense Fund to be reimbursed when Congress shall have provided available moneys. –––––––––––––––––––––––8,000.00
" 27––To Department of Commerce: For expenses of the work of rescuing valuable food-fish supplies in the Gulf States ––20,000.00
" 28––To International Committee of the Young Men's Christian Associations: For expenditure exactly in accordance with terms and conditions governing similar allotment authorized in letter of the President to the Secretary of the Treasury, of Oct. 13, 1917 ––––––––––––––––––––(Paid by Miscellaneous Settlement Warrant No. 13600 in sum of $1,000,000 direct to said International Committee, issued and mailed March 4, 1918, in care of Dr. John R. Mott, Secretary, 124 East 28th St., New York City.)

NOTE.Temporary allotments amounting to $6,796,000 will be returned to the Defense Fund after available moneys shall have been provided by Congress, increasing above unallotted balance to $55,766,109.04.
