Mr. William English Walling and I have had several conferences, particularly in these past few days, at which was discussed the situation as it exists in Russia and Germany.

As a result, he has prepared a statement which I have gone over with him. It fully represents our views of the situation. It is our opinion that the statement should be presented to you for your consideration and I, therefore, take the liberty of enclosing it herein in the hope that it may be a contribution of some helpfulness to your thoughts on the subject.President,American Federation of Labor.
