My dear Mr. President

So far as I know, and I believe I am as well informed as one can be, the German government has never supported German dye manufacturers in this country, or elsewhere, by any form of subsidy or financial assistance. Financial assistance has not been needed, because the German dye manufacturers were financially strong without it. Direct export subsidy has never been given to anyone, except in the case of the sugar bounties. Indirect subsidy may be said to have been given in the form of preferential railway rates for export business; but this sort of thing, as I have remarked already, has been done by almost all countries.
