My dear Swope

Thank you warmly for your memorandum of yesterday afternoon. Might I suggest this in your formula, that America's non-assent to the suggestion of Japanese intervention in Siberia seems to have checked the original plan and that it is not likely that anything will be done along that line until there is actual military necessity for the step, leaving out the words, "in which case America will give her consent." I should like to leave that idea out, in view of the many impressions which are beginning to cluster around this extremely difficult and delicate subject.
