My dear Mr. President

Your letter of March 14th, enclosing a letter from Mr. Arthur Brisbane on the use of the flying machine in this war, in which letter you desire the judgment of the Signal Corps and the Aircraft Board on the suggestions contained therein, I would advise you that the Chief Signal Officer states as follows for both the Signal Corps and the Aircraft Board:
"The ideas presented in the letter to the President from Mr. Brisbane have been constantly before the Signal Corps and the Aircraft Board for a number of months. In the public interest nothing whatever should be said on this subject at the present time and it is recommended that Mr. Brisbane be requested to suppress all discussion of the particular matters set forth in his letter to the President."
