My dear Mr. President
With regard to attached matter, Mrs. Catt and I believe that it offers an opportunity for you to send a message to the women of the world a message that will not only set forth your views on the forthcoming equal suffrage vote in the Senate, but which will make it clear to all peoples that women are definitely included in the democracy for which we are fighting.
