My dear Mr. President

I am enclosing a memorandum on Russia prepared by professor Masaryk of Prague, who has just arrived in this country after a year in Russia. Professor Masaryk is recognized of Bohemians all over the world as their leader and father considers him the greatest living authority on Central Europe. This memo was received by father just as he was leaving Washington and as he was most anxious to have it reach you as soon as possible he asked me to transmit it.
