My dear Mr. President
I enclose a message from General Pershing, which has just come, giving the details of the agreement adopted by the Supreme War Council, May 2, at Abbeville. I understand you have already received the accounts of that conference, sent by Mr. Frazier. In view of the fact that General Pershing, General Foch, and General Haig conferred and finally recommended this agreement, it would seem to be an authoritative determination of the questions which have been troubling us and now to have the concurrence of Mr. Lloyd George, Mr. Clemenceau, and Mr. Orlando, which relieves us from any possible embarrassment due to a misunderstanding of our execution of the resolution of the Permanent Military Representatives at Versailles.

I confess I was very favorably impressed by the position taken by General Pershing and his bearing throughout the interview, and am glad to see it result in an agreement which apparently has the general concurrence.
