The President,
The White House.
An effort is being made, as I understand it, to authorize banks and corporations to contribute to Red Cross, Y. M. C. A. and various other similar agencies, and to deduct the amount of such contributions from their incomes for the purposes of taxation.
There are some very serious phases of this problem which I think ought to be considered before action is taken. I do hope that you will not give your approval to anything without giving me an opportunity to present my views.
