Dear Mr. President

In the absence of Secretary McAdoo and as Mr Leffingwell is Mr Cravath's law-partner, I call the enclosed to your attention. Colonel Churchill is a very excellent man but I must confess that I have never seen anything about Col Crosby which would justify the "Intelligence" views.

If you deem the matter of any importance I will be glad to examine the evidence and report to you further.
