My dear Mr. Secretary

I have read with great care your letter of August 22nd about the Houston Riot cases of August of last year and find myself agreeing in the judgments you express in that letter. I would be very much obliged to you if you would be generous enough to prepare for my signature such memoranda and orders as would carry your conclusions into effect and at the same time explain the action as frankly as it should be explained to the public.
