My dear General Goethals:

Our crisis is past and I do not believe that anybody concerned need feel apprehensive of the general verdict of opinion when the matter comes to be summed up in retrospect. The whole thing, I dare say, was inevitable, and I have sincerely admired the manly and soldierly qualities you have shown.
I am sure that no suggestion from me is needed that you get into touch with Rear Admiral Capps and put him in your place as completely as is possible in the circumstances.
