My dear Mr. President

Yesterday the Advisory Commission was shown for the first time the plan of re-organization as proposed by the Council of National Defense. I do not agree with the re-organization as being a wise one or an improvement upon the present plan.
In view of the fact that you have done me the honor to consult me about it in the past, I deem it my duty to so inform you. In case you desire to hear my further views upon it, I am at your command.
