Dear Governor:

By reason of your absence at the theater and not wishing to disturb you I took up this matter with the Secretary of War, who informed me that he had notified General Parker, at Fort Sam Houston, to send his officers to Arizona to acquaint him –Parker– with the conditions there and to act upon the request of Governor Campbell that troops be sent there at once. The Secretary of War thinks it would be well if you would reply tonight saying that the Secretary of War has notified you of the above instructions to General Parker. The Secretary thinks it would be wise if in your telegram to Governor Campbell you would say that you look with grave apprehension on the efforts being made by the citizens of Arizona to deport wholesale those who are merely accused of being members of the I. W. W. That it is establishing a dangerous precedent for citizens of any state to take the law in their own hands in matters as grave as this. The Secretary also thinks it would be wise for you to urge caution in the matter.
