Dear Mr. President
Newton D. Baker
I have your note of the 7th, inclosing a statement placed in your hands by the Secretary of the Treasury, with regard to the employment of persons of doubtful loyalty in and about the docks in New York.
This matter was brought to my attention by the Secretary of the Treasury. I took it up with Colonel Carson, the officer in charge, and found that upon taking over the docks it seemed to him necessary to retain a few of the men who were familiar with the mechanical installations upon the docks; that they are being rapidly replaced, and are now for the most part separated from the service. In the mean time, I am having the intelligence department of the General Staff investigate the whole matter.
