My dear Mr. President

I inclose a memorandum on purchasing for the Allies, and price fixing. Mr. Baruch, Mr. Daniels and I are ready to attend at your pleasure a meeting to determine the question of price fixing for raw materials. In the meantime, it is suggested that Secretary McAdoo ought to be at such a meeting. If you will indicate the time at which you care to see us, I will get the word to Secretary Daniels, Mr. Baruch and Mr. McAdoo.
