My dear Mr. President

Some days ago at a Cabinet Meeting I spoke of a hope that means might be found of fencing in the North Sea. I am now glad to hand you copy of communication to me of the 15th inst. from the Superintendent of the Coast and Geodetic Survey embodying the results of a study of a committee of technical and sea officers of that Service on this important matter. A copy of this communication has been sent to Admiral deChair at the British Embassy and a copy to the Secretary of the Navy, accompanied by data sheets, diagrams and photographs of the apparatus suggested to be used. You will note that I have advised both the British authorities and the Secretary of the Navy that subject to your approval I will, if desired, instruct the officers of the Coast and Geodetic Survey whose duties have for years made them thoroughly familiar with this class of work, to proceed to Great Britain either under the auspices of the Navy Department or direct as you may prefer.
I have also said that an electrical expert of the Bureau of Standards will be sent if that is deemed wise.
The matter has received careful thought at the hands of men who have made a practical and scientific study of such problems. We have now carried the matter as far as is possible within our scope and have left it in the hands of those by whom the decision must be made. If, however, it is deemed best to put the matter into practical form, I have no doubt that it can be carried into effect.
