My dear Mr. President

In connection with your note of a few days ago as to whether the second, third and fourth class passenger spaces on the steamers PENNSYLVANIA, PRESIDENT GRANT and PRESIDENT LINCOLN can be used for freight without destroying the sea balance of the boats, I took the matter up with Mr. Donald of the United States Shipping Board, who is a practical steamship man, and I send you herewith a copy of his reply.
