By virtue of authority vested in me under the provisions of the Act of Congress approved March 4, 1917, entitled “An Act Making Appropriations for the Naval Services for the Fiscal Year ending June 30, 1918, and for other purposes” I do hereby require the owners and occupiers of all shipyards in any place subject to the jurisdiction of the United States to place at the disposal of the United States the whole output of such shipyards. In furtherance of this order I direct that no such shipyard shall henceforth accept any contract for or commence the construction of any ship without the consent of the United States Shipping Board; and I direct that the United States Shipping Board, on behalf of the United States, place such orders and take over such existing contracts for the construction of ships in such yards (within the limits of the amounts appropriated) as such Board shall, subject to my approval, deem necessary or expedient.
