My dear Tommy

I am very much obliged to you for sending me the letter of the Secretary of War, as I am to him for writing it. I return it herewith as you asked me to do. The letter certainly proves that Mr. Baker has very thoughtfully considered the question of reserve officers' training corps at the College, and his conclusions seem to me, as they do to you, altogether sound.
