My dear Mr. Kitchin:

I have been in constant consultation with the Secretary of the Treasury with regard to the suggestions he has made to the Committee of Ways and Means about the financial legislation necessary for the conduct of the war and concerning the methods of raising the necessary funds, and write you this line to say that those suggestions have my entire approval.
May I express the hope that the Committee may accept these suggestions in substance as embodying the best thought of the administration, and that it may be able to present this legislation at an early date to the Congress?
