Dear Governor

Your telegram has just come. It seems risky asking the Mail to get further information through the open cable therefore, I am asking the State Department to have Egan find if there is anything in it.Egan seems indiscreet in sending such cables in the open to, what is considered, a German paper.

I am glad you saw Roosevelt. I hope you will send for Lodge also. It looks as if you would have to depend largely upon republican support to carry through your war measures. Did you see the admirable speech that Root made last night at the Republican Club?

The English and French are very worried over the Russian situation and with cause. Some distinguished Frenchmen asked me today to suggest to you the sending of an American commission to Russia at once. They think it important that Russia be told authoritatively that if they are to have the good will and financial support of this country, they must composet their internal differences and not make a separate peace at this time. These men thought that a prominent Jew, a business man, a labor leader and an educator should compose the commission.
If you think well of this, how would Oscar Straus, Willard Straight, Gompers and Benj. Ide Wheeler do? It seems to me to be good policy at this time to give republicans a voice in these ways since they are not represented in the government.
