Dear Mr. President

I inclose herewith a synopsis of the proposed Army legislation. Where the Act deals with classifications contained in other laws, I have appended the content of those classifications in footnotes for ready reference.General Crowder tells me that the intention of this draft is to have the selection by lot in each community, as there will be many times more than enough persons available and within the restricted limits of age than will go out in the first contingent. The process, as he has it in mind, is to put the names of all availables in a jury wheel and select them therefrom as jurors are chosen. This is a procedure familiar to every local community in the country, and its fairness will be recognized.
If you think it would be better to try to limit the matter further, by dividing all the persons between 19 and 25 into classes according to their years, and taking them by classes successively from 19 to 25, the change will be very easy to make.
