Referring to your note returning my letter addressed to Senator Culberson and the other matter accompanying it which I submitted to you, allow me to say that the changes which you suggest and the proposed amendment to the Espionage Bill are entirely satisfactory to me. I feel sure that this amendment in the form which meets your approval will accomplish the purposes in view.
