Dear Mr. President

I ventured to assume your approval of the inclosed Executive Order, in view of your note to me to-day, and have sent the necessary cablegrams to the Canal Zone to accomplish this purpose. I inclose a copy of the separate cablegram sent to General Edwards, which I hope will have the effect you desire.General Plummer spent some time with me to-day. I went carefully over the whole situation and secured his promise to be considerate, tactful and discreet in the matter. He leaves this evening for New Orleans, and will take a boat from there for the Panama Canal.
