My dear Mr. Small:

I have your letter of April seventeenth and have read it with not a little sympathy. I am sure that whatever we do with regard to the refugee German ships, and under whatever form of law we do it, we should be careful that the real owners suffer no injuries. I have been in consultation with the Attorney General as to the form and have not received his final advice.
