My dear Mr. Secretary

The enclosed letter from Doctor Eliot raises a very important point.
I have been very uneasy at the thought that at the close of the war, according to the terms of the bill now proposed in the Congress, we would be practically left without military forces altogether, even without an organized National Guard. I had not realize until lately that this was the effect of the bill.
I would be obliged to you for your advice as to the best way of preventing this, for surely it ought to be prevented.
