Your fraternal message of the seventh instant reaches my hands after some delay, to my great regret.The supreme crisis through which the fortunes of the free nations of the earth are now passing can only result in drawing still closer the bonds of association which unite all liberty–loving peoples in defense of their common rights against the shameless aggressions of unbridled power. This motive of concordant unity is the more potent in the case of Panama and the United States to whose ideal identity of national purpose is added the material tie of common interests in maintaining the sacred trust which rests upon us to bend our efforts toward conserving intact the great avenue of world intercourse which we have opened for the welfare of all mankind.
