My dear Mr. Secretary

I send you a copy of the enclosed remarkable telegram from the Treasurer of the Literary Digest because his offer of free advertising to the Government is a matter which perhaps you would like to bring to the attention of the Council for National Defense.
This is on the whole the most remarkable message I have received.
