Personal<br /><br />My dear Mayor Mitchel:
<p>Thank you warmly for your telegram of the sixth of April, expressing your willingness to cooperate with the Federal Government in the matter of recruiting. Until the legislation now before Congress, which will determine the military preparation which the country is to make, is enacted, it would probably be unwise to begin so extensive a campaign as you suggest. When this legislation is enacted, you may be sure I shall heartily welcome your cooperation.<br /><br /></p>
