My dear Governor Sleeper:

May I not express my grateful thanks to you and to everyone concerned for the generous assurances you give in your telegram of the fourth of April? It heartens and cheers me to know that the Federal Government can count upon such loyal support as that which you pledge in the name of Michigan.

Cordially and sincerely yours,
Woodrow Wilson

Hon. Albert E. Sleeper,
