My dear Mr. Denman:

A letter from the Secretary of the Treasury apprises me that you are still waiting for my approval of the plan of building a large number of wooden ships suitable as cargo carriers. I referred the matter, as I said I would, to the Council for National Defense and upon making inquiry about their action upon it found that they had cordially endorsed it, and I understood that their endorsement had been sent to you. I therefore, had not written you because my own judgment so heartily concurred with theirs. I am sorry if I have in any way delayed the decision and action.
